The president signed the order March 12 establishing the Global War on Terrorism Expeditionary Medal and the Global War on Terrorism Service Medal. A White House spokesman said the medals recognize the "sacrifices and contributions" military members make in the global war on terror. The Global War on Terrorism Expeditionary Medal will be awarded to service members who serve in military expeditions to combat terrorism on or after Sept. 11, 2001. Operation Enduring Freedom is the prime operation the medal may be awarded for. Personnel assigned to operations in Afghanistan and the Philippines are examples of service members who will receive the award. The Global War on Terrorism Service Medal will be awarded to service members who serve in military operations to combat terrorism on or after Sept. 11, 2001. Operation Noble Eagle is an example of the type of operation the medal may be awarded for. The awards do not take the place of the Armed Forces Expeditionary Medal, established Dec. 4, 1961, or the Armed Forces Service Medal, established Jan. 11, 1996. "Any member who qualified for those medals by reason of service in operations to combat terrorism between September 11, 2001, and a terminal date to be determined by the Secretary of Defense, shall remain qualified for those medals," the executive order reads. "Upon application, any such member may be awarded either the Global War on Terrorism Expeditionary Medal or the Global War on Terrorism Service Medal in lieu of the Armed Forces Expeditionary Medal or the Armed Forces Service Medal." http://www.moaa.org/News/Stories2.asp Indianapolis Coin Club Show Report and the 692 ?Test Note? By Marcus Turner Today ( Sunday) the Indianapolis Coin Club held their second annual coin show. Yes, this is only their second show despite the fact the club was founded in 1939. My day started at 5:30 am with a mad dash to have breakfast with my father (with whom I was sharing a table). We made it to the dealer set-up with time to spare, so I took a quick preview of the dealers tables. Keep in mind that this is a very small local show. My preview took an entire 10 minutes. I was not surprised to see that I was the only person on the bourse floor that any MPC to offer at all. In fact any paper money was in short supply and demand at this event. The only fester to attend was Wendell Wolka . Jim Luckey , the club president just happened to have been a paymaster in Germany back during his military career. Although not a collector himself, he has handled a lot of MPC and certainly likes to keep up with what is going on in the wonderful world of military numismatics. I took a couple of minutes out to tell him about MPC Fest IV. During the course of our conversation I presented him with one of the (many) challenge coins. He was familiar with the concept. At that very moment Wendell walked into the room. I immediately asked Jim to challenge Wendell before he spotted me. This would really be exciting since the two had never met before. Needless to say Wendell appeared to be completely dumbfounded to have been challenged by a complete stranger and more importantly was caught without his challenge coin. Shame? Let?s all hope that Wendell remembers to bring his challenge coin to St. Louis for the Central States Show next month! One of the more informative encounters I had at the show was with world coin dealer Tim Vest. I had heard his name thrown around quite a bit among the Hoosier MPC collectors over the years but this was my first time meeting up with him. Tim is significant to the MPC community because he was dealer who first brought the series 692 ?Test Note? to market. I can already hear Fred all the way up in Port Clinton, moaning and groaning about my ?Test Note? terminology. This is an issue that we debate regularly. The notes were first found by Tim in 1991 at a very small monthly show on the north side of Indy. It is commonly referred to as the ? Second Sunday Show? held at the 71 st street Knights of Columbus. A gentleman came to the show with several of these notes which he ended up selling to Tim. The notes in question contained the design of the series 692 $1 but were printed in one color only. Light blue was used on the face and brown was used on the back. I have also received reports that a copule of weeks after the notes were sold at the show, so 19 pieces anonymously showed up at the Army Finance Museum which was located at Fort Benjamin Harrison in Indianapolis. These notes quickly found their way into serious MPC collections. The second sighting of the mysterious series 692 ?Test Note? came from world paper money collector Ron Wise. Ron attended the same show in 2001 and had met a gentleman who gave him one of these pieces. For those who are not familiar with Ron Wise, he has one of the premier world paper money galleries on the internet. His site consists of over 14,000 scans of world paper money and is the official photo gallery of the International Banknote Society. His site can be found at: http://aes.iupui.edu/rwise/ After speaking with Ron about his encounter with the gentleman I decided to attempt to track him down myself. It took me about two weeks to find him. Rather than calling him I sent a letter to which he promptly replied. We immediately made arrangements to meet at were else but the Second Sunday Show. He brought his entire collection with him which primarily consisted of U S Federal Reserve notes. Tucked in back of his collection were a total of 6 ?Test Notes.? I managed to buy 5 of the 6 as he wanted to keep one for his own collection. He also had a variety of Vietnam era MPC as he indicated that he was in charge of pay operations for the Vietnam arena. What exactly his title was I do not recall but can hopefully get in touch with him again to find out. So what exactly were these notes? He worked for DFA Sat Fort Harrison and indicated that around 1984 he walked into a room one day to find someone from headquarters going through stacks and stacks of these notes. The person indicated that the notes had been in storage with the series 691 and 701 and the special notes were prepared to examine how the notes aged. I am speculating that the test designers anticipated that series 691 would be issued before series 692. He asked if he could have a few of the pieces and went about his business. Obviously this eyewitness account certainly does not exactly explain what the notes are, but does indicate that a study was conducted. I have been trying for several years to find a copy of a report that might explain the purpose, methodology and results of the test, but with no success to date. In talking with Tim this afternoon, he indicated that he was told the exact same story some 10 years earlier than I. When I found the remaining notes in 2001 I accounted for some 15 individual pieces. After my discussion with Tim today we can identify 17 pieces total. I have verified with the gentleman that he was NOT the person who anonymously placed several examples at the Army Finance Museum . So what is the terminology battle all about? Fred insists on referring to the notes as ?proofs.? My argument is that these notes were designed for the specific purpose of running a test. They should therefore be classified as ?Test Notes.? I do concede to Fred that I did make up this new term, but its use is quite appropriate. Neither of us have been able to find any good glossary of paper money terminology, so if anyone out there knows of one, I would sure love to find out what the definition of ?proof? is? =========================================== Editorial =========================================== Wow, Marcus can sure deliver zingers! My comment about being a good target must have had wide-spread effect. First, Marcus? article is wonderful including lots of unpublished info. As Marcus says, he and I have talked at great length about this terminology issue. Although Marcus apparently does not consider it good there is a glossary in The Comprehensive Catalog of Military Payment Certificates. Here is the definition of proof from page 384. As part of the manufacturing process, many different trials are made to test some aspect of the process. The critical characteristic of a proof is that it is of an incomplete note. Examples of proofs: artists proof, plate proof, printers proof, progressive proof, and composite proof. That seems reasonable enough to me. If the proof notes in question were used as Marcus says, I would not have any great problem in calling them test notes. They would still be proofs and I believe that that term would be better. Actually, as implied in the above definition from a not-good glossary, all proofs include an aspect of test. There is an interesting twist to this. If the notes had been complete (that is with serial number) it could be argued that the note was in fact a test note, but not a proof note. There is an interesting contemporary item. Some Series 691 notes were withdrawn from the finished stocks for testing in the 1980s (or earlier). It was from this group of notes that the few $1 notes first leaked to private collections. In the MPC book, I called these pieces test notes. The important distinction was that these were finished notes, so they clearly were not proofs. I look forward to thoughts by Marcus and others.
