By Jim Downey Page 280 of WWII Remembered indicates that the supplemental francs were issued on the order of General Eisenhower because of difficulties coordinating with General DeGaulle and the French Committee for National Liberation. This is only partially true. In Military Money, Walter Rundell cites a report by the Twelfth Army Group that $4.00 in supplemental francs was distributed to each soldier prior to the June 6 invasion. The exchange was 49.556 francs per dollar. The distribution of supplemental francs to the invasion force was ordered by General Eisenhower as Supreme Commander. The determination of supplemental francs as legal tender in France was made by the French Committee for National Liberation. Report on House Resolution 150, dated 28 April 1945 and signed by Secretary of War Henry L. Stimson, has the following to say about the issue of supplemental francs: b. In order to avoid repercussions, inimical to the success of the military undertaking, from the introduction of a currency selected by the Allied governments, representatives of the French Committee for National Liberation were consulted with regard to this problem, and they expressed the strongest objections to the use of dollars, especially yellow seal dollars, in the military operations in France. After evaluating all factors and circumstances, a currency note, stating as its source only that it was “Issued in France”, called a supplemental franc, was finally agreed upon between the United States abd British Governments and concurred in by officials of the French Committee for National Liberation. d. A proclamation was prepared for issuance by General Eisenhower at the time of the invasion which announced that supplemental francs were legal tender in continental France. This proclamation was not used, however, because it was agreed that the French should make the announcement themselves. On August 28, after the agreements referred to, the French made the announcement from Algiers by radio and published a decree in their Official Journal making supplemental francs legal tender in France. Included as appendices to the Report are English translations of the proclamations making supplemental francs legal tender in Continental and Metropolitan France which were issued by Pierre Mendes-France and Henri Queuille respectively on August 28, 1944 from Algiers. The proclamation by Pierre Mendes-France describes the supplemental francs as it makes reference to the “Issued in France” language on the face and the French tricolor on the back. There is also a document dated September 14, 1943 which reads in part as follows: Expenditures of the Allied Forces in French territory will be paid out in franc notes issued by the French Committee for National Liberation, and these notes will be accepted as legal currency and will have the effect of full legal tender, excluding completely the use of foreign currencies as a means of payment. The conditions under which franc notes will be furnished to the Allied Forces by the French Committee of National Liberation will be established by common agreement between the French and Allied authorities. The Report makes it clear that the legal tender status of supplemental francs was not ordered by General Eisenhower but by the French themselves. The documents in the appendix show that it was decided that the supplemental franc would be issued by the French Committee for National Liberation as early as September 1943. Additional documents in the Appendix reveal that unlike the occupation currency issued in Germany, Austria and Japan the Allies purchased supplemental francs as foreign exchange by paying the French Committee for National Liberation the dollar equivalent of supplemental francs used to pay Allied troops or purchase supplies. The same method of purchasing was used for AMC in Italy after Italy changed sides during the war. Oddly enough, the Italian government also declared the AMC lira as legal tender in areas of Italy unoccupied by the Allies because they did not have the ability to print their own currency. This is the only instance of occupation currency being declared legal tender by the government of the occupied country as opposed to the military commander of the occupying army. =========================================== Editorial/opinion =========================================== Memphis is Memphis. [Aside to Jim, thanks for the great lead article, but I cannot see the support for the statement that Ike did not issue the notes on his own authority.
