Just the word Memphis has a special connotation that means PAPER MONEY! There were many collectors/dealers and all of the many shades in between. While it is yet to be determined if my visit was a commercial success, I certainly had a great time. While at the Memphis paper Money show there was special Memphis overprint on MFC Series 031, That's the current issue (I accept at face for any item on my fixed price list, with extra for special serial numbers, errors, etc) end of commercial. There was also another issue that I prepared for the event. I decided that, to trust the finance department to create an issue for Memphis was a risky thing at best, to create my own issue. I had the better part of a block of JIM Philippines 10 centavos available. So I stamped the back with my return address stamp. The face I had a stamp made, MEMPHIS mini FEST $1.00 MEMPHIS 2003 Series MmF 031M PROVISIONAL There were 6 values in Blue UV active ink $1.00; $2.50; $5.00; $7.50; $15.00; $25.00 the word Provisional was in the same blue ink, while the Memphis Mini Fest was in Red ink. Since this was a provisional issue I made a "regular issue" on security paper with a similar design. MEMPHIS mini FEST $1.00 MEMPHIS 2003 Series MmF 031M Serial number The serial number is all in UV ink. While at the show I bought from Frank Clark, President of SPMC, a small group of $10.00 training MPC notes, see page 181 of the "Book." I stamped them with the MEMPHIS mini FEST stamp with Frank as my witness to which note was stamped. So I got #1, Harold #2, Al Glaser #7, Joe B #8, Marv #24, Ski #39. I do have a few of the sets of 13 pieces available to Gramsters for a donation of $25.00 to the ANA Military Scholaship fund. I will have more to say (of course) about the show, but I needed to get a gram out after missing yesterday and having tomorrow breathing down my neck! =========================================== MAIL CALL =========================================== Dear Editor, I understand the question of the status of the supplemental franc between June and August 1944.  The significance of the information in the Report is the acknowledgment by Secretary of War Stimson that the order from General Eisenhower making the supplemental franc legal tender was never issued.  Under international law, General Eisenhower would only have had the authority to declare the supplemental franc legal tender if he were the military commander of an occupying force.  This was the crux of the dispute with General DeGaulle.  The French Committee for National Liberation refused to acknowledge that the Allies had the status of an occupying army in France.  It would have been a political and diplomatic nightmare to have General Eisenhower declare the supplemental franc legal tender by virtue of his authority as Supreme Commander only to have the allied French civil authority repudiate it based on the fact that they did not recognize the Allies as a military occupant.    The reason for the delay in the proclamation by the French Committee was that the French insisted that the Allies agree to restrictions on currency exchange (including the requirement that the Allies reimburse the French as foreign exchange for supplemental francs disbursed by the Allies) and the export of capital from France before they would accept the supplemental franc as legal tender.  These agreements were not reached until August 15, 1944.    Although the official proclamation regarding the legal tender status of supplemental francs did not come until August 28, 1944, it is probable that the supplemental franc circulated as de facto legal tender even though it was not de jure legal tender.   Jim Downey Dear Jim, I am sorry to sound something like a lawyer, but this discussion started when you pointed out that in WWII Remembered that we had stated that Ike had issued the AM francs. We did not say that he had declared it legal tender! Frankly, I can even claim that Joe and I labored on that statement to get it precisely correct. However, no matter what, I am pleased that we were able to have the discussion here in the Gram!
