No promises. No guarantees. We can but try. Call it an educational process under pressure. An area that fascinates me is how wars are financed; what and why strategic decisions are made. Historians usually ascribe military outcomes to the superiority of troops, weapons, tactics, leadership, and/or maybe simple good luck. The financial innovations supporting wars have typically been ignored, except perhaps among economists. It is these fiscal, monetary, and financial arrangements that are most interesting to me and will be the central theme to this column. We shall certainly digress and follow attractive tributaries when the occasion arises, but, hopefully we shall always return to this theme. In envisioning the scope of this discussion, I can think of bonds, lotteries, loans, taxation (voluntary and involuntary), theft and appropriation, and perhaps more. Every time the subject comes up, a new financial scheme seems to come to mind. Many of you keen observers are undoubtedly thinking that SB addresses "Financing the War" when introducing the various belligerents of WWII. What will be different here? We will undoubtedly be using SB as a reference, but we are interested the why of various actions and we will also make direct comparisons. For example, the Japanese, U.S. and others used bonds to raise money; the Germans did not (SB, p.484). Why? What are the advantages and disadvantages of bonds? Japanese versus German versus U.S. versus USSR strategies, other players, WWI versus WWII, even Alexander versus the Spartans. Perhaps discuss (speculate) on reasons for some decisions. See you next week. =========================================== Editorial/opinion =========================================== It is always a thrill to welcome a new columnist to the Gram. Our columnists are essential to the success of the Gram and the Gram has been key in the growth of our hobby in the past few years (at least so it seems to me, take me to task on this if you like) so this is an important day. However, I am pleased beyond these reasons in this case and I am not sure which of these reasons I think is most important. Warner can trace his beginning as a serious military numismatist to Seminar I. This summer he is attending his third military money seminar as a student! This demonstrates the strength of this program (in spite of the instructors). The subject that he has chosen for his column is the most restrictive—and innovative—of any that have been conceived. The financing the war theme is the least studied are of WWII numismatics. Joe has exhaustively studied Japan (does he do anything in any other way?), but in all other theaters and countries, there is much to learn. He is going to lead us on an exciting journey. Regards Al Dear Al, It would be a pleasure to see you in Colorado, but your proposal (as well as Doug’s) brings up several topics that I have not yet resolved. Certainly, students at the seminar with pay books are entitled to be paid as appropriate and to convert and/or exchange money if necessary/appropriate. Basically, I think that a paybook holder who shows up late should be entitled to be paid. Take last years seminar as an example. This year may be different (and almost certainly will be), but we can use last year as a model. Initial pay was in Series 100 C yen. Later it was converted to MFC 022 ANA provisional issue at which time the C yen became worthless. If a late arrival (after conversion) wanted to be paid in 022 ANA, there would not have been a problem. If, however, he/she wanted C yen—or both—there would have been a problem. Finance would not have been able to routinely provide both because at no one instant were both valid. There is also the possibility that a mini Fest issue might be released at the coin show. Therefore, it seems to me that the best option for you might be to make a deal with a seminar student to take care of you with each issue as it comes along (assuming….). Please do not forget that last year there were canteen chits too. There does not seem to be an end to this! Good luck. Editor Guy, I reported the source of my IR information many days ago (11 June); the overworked and under***ed editor failed to print it. I say again.... <<< The notice about IR-sensitive inks is in the CW article of 2 Jun 2003, page 64, titled "Anatomy of a new note." I quote: "The new Series 2004 notes will also continue to incorporate a machine-readable capability for the blind that was introduced on the redesigned $20 FRN in 1998. ... The machine-readable feature is a finger-width strip on the back of the note that is printed with ink that seems to disappear when exposed to infrared light. The strip will be in a different position on each denomination and under natural light, it is impossible to tell where the two different green inks were used, Treasury officials say." Maybe they mean it literally when they say machine-readable. Maybe the difference CANNOT be seen with the naked eye, even under IR light.
