Wendell Wolka questioned the definition of war bonds by wondering why German bonds have not been considered. He noted that we are probably wrestling with semantics here, he has several war dated bonds which logic suggests were issued to finance the war. He has an excellent point. First, let us start with a definition of bonds. My dictionary says "a certificate of ownership of a specified portion of a debt due to be paid by a government or corporation to an individual holder and usually bearing a fixed rate of interest." Thus a bond is may relatively easy to label, but whether or not they are used to finance war may be subjective. I have some German Foreign Debt Bonds issued by a New York bank in 1936 (Yes, apparently there were sufficient German sympathizers at the time to make this viable). These are 10-year bonds. I can argue that by 1936 Hitler knew where he was taking the German people and this was used to support the war effort. As another example, Canadian War Saving Certificates were created in WWII as an instrument to allow the individual investor to support the war effort. Call them what you will, by the above definition they are bonds. In the United States there is a clear distinction to war bonds. First, some history. It is generally held that Jay Cooke, an investment banker, invented the mass marketing of government bonds in the United States during the Civil War to encourage overseas investors. (Note concern over the size of the foreign held debt led to the congressional decision in 1873 to resume a de facto gold standard in 1879.) Anyway, the techniques developed for war finance during the Civil War led to the sale of Liberty Bonds in the U. S. during WWI. The public responded enthusiastically to the mass marketing of Liberty Bonds, even at below market interest rates. So a war bond can be identified by marketing (patriotism) and by features (e.g., interest rate). Both of these features were fully exploited during the bond drives of WWII. The philosophy continues today with Patriot Bonds, although there is less advertising and more competitive interest rates. In summary, I agree with Wendell. It appears that there is a great deal of subjectivity in the definition of war bonds, except in cases such as the United States where the fund raising effort was clearly labeled. ANA Money Museum Open Sundays The American Numismatic Association Money Museum now is open seven days a week to accommodate a growing number of visitors. Beginning June 29, the Money Museum, at 818 North Cascade Avenue in Colorado Springs, Colorado, will be open Monday through Friday from 9 a.m. to 4 p.m., Saturday from 10 a.m. to 4 p.m., and Sunday from Noon to 4 p.m. The Museum is open to the public, and admission is free. "In the first five months of this year, we experienced a 70-percent rise in attendance over the same period last year, and visitation in 2002 was a 211-percent increase over 2001," says Curator Lawrence J. Lee. "In addition, our tours are up 77 percent over a year ago at this time. We are expecting about 28,000 people to visit the Money Museum this year, but I my estimate may be too conservative." Currently on exhibit at the museum are: "Rendezvous with Destiny: The Money of World War II"-- reflects on how people and nations raised money to finance war machines, counterfeited it to destroy economies and fashioned their own to sustain lives. (Through August 15, 2003) "Mountains of Money: A Colorado Story"--tells the tale of how gold and silver extracted from the mountains and minted into coins, tokens and medals in mining camps, towns and cities transformed the wilderness of the Colorado Territory into the booming Centennial State. (Through January 31, 2004) "Harry W. Bass Jr. Collection"--presents the finest specimens from the most comprehensive collection of America's gold coinage, assembled by the late Harry W. Bass Jr. of Dallas, Texas, who, in the 1970s and '80s, was involved in the management of the Vail ski resort in Colorado and development of the nearby Beaver Creek ski resort. This program will be given on Saturday, August 2nd at 11:00 am in room 317 of the Baltimore Convention Center. This year’s program, “Guerrilla Odds and Ends” will be presented by Larry Smulczenski. It will discuss a collector’s observations and discoveries after collecting Philippine Guerrilla and Emergency notes for the past 20 years. Larry is an avid collector and researcher of World War II paper money. His enthusiasm for Philippine material including the Guerilla issues dates back to his military service in the Philippines with the United States Air Force. This IBNS general membership meeting will be open to anyone interested in attending. Make sure to include this important and informative meeting on your schedule while in Baltimore. =========================================== Editorial/opinion =========================================== Well, I made it to Colorado and am already having a great time and eating too much too. That is another feature of this event! Oh well, some people must sacrifice. Have made some discoveries and had lots of fun in the first three hours. Most people have met the challenge, but a few embarrassed people did not have their challenge coins today. I anticipate they will do better tomorrow, but then I expect new blood tomorrow too! Al Dear Seminarians, Last minute alert for those who have not yet departed home for the ANA summer seminar: I forgot to mention bringing clothes hangers. Apparently when the students clear out of the dorms at the end of spring semester, all the wire hangers are trashed. Bring as many as you will want for your shirts and trousers. It also would not hurt to bring hand towels; the towels provided are medium bath towel size. Joe Dear Gram, You asked that those planning to attend the Mini Fest on July 4 to speak up. I'm looking forward to it as it will be my first 'Mini.' I was concerned at first when it was scheduled for Saturday as my plane was leaving early Saturday morning. Having a Mini Fest there would be great, hopefully it can be arranged on Friday Aug 1 before or after the Philippine Collectors Forum meeting.
