It went to Darryl Davis, conventions manager for the United States Mint since 1996. The Freditor wanted to hear more about how I obtained the 8* Neil Shafer minifest note. For starters, I don't think anyone has discussed these notes yet. Apparently they were prepared for a minifest in Milwaukee, 21-23 Feb 2003, which had little publicity. The notes are Philippine JIM 10 peso notes (first series, not the Rizal Monument notes), overprinted on both sides. The back has the major inscription: Emergency Mini-Fest Certificate $10 Trade Value $10 MILWAUKEE MINI-FEST! Participants: HAROLD KROLL, LARRY SMULCZENSKI, LEO MAY, JOEL SHAFER, NEIL SHAFER Series 031 [032] Date: February 23-25, 2003 No. xxx The series number was originally printed 031, then overprinted 032 (apparently since series 031 is already circulating). As it happens, the serial number on mine is 008*. When I selected it from the stack of envelopes proffered by Neil Shafer (expedient envelopes were created by wrapping an information sheet around each note and taping it shut), there was no way to distinguish the serial. My selection of this number from among about ten pieces was completely random,. Neil was shocked (or seemed so) when I opened it and noticed that I had had selected my favorite number. He explained that the star indicates a replacement, and that this number was the only one spoiled in preparation and for which a replacement was created. (Of course, if you are using make-up numbers, that is, replacing the spoiled note with one of the same serial, there is no need to use replacement indicators in conjunction with the numbers.) The other side is even more loaded with information. THIS EMERGENCY MINI-FEST CERTIFICATE, if hand signed by the issuer, is redeemable at its face value of $10.00 in trade at the World Paper Money bourse table during the Central States Numismatic Society Convention to be held in Milwaukee, WI on May 5-9, 2004. Issued pursuant to Act No. 1, approved July 4, 2003 at Milwaukee. Authorized Signature: _________________ Neil Shafer. Note the discrepancy between the date of the minifest on the back and the date of the act authorizing the use of the minifest certificate as a trade chit in 2004. It would appear that left over minifest notes were converted to trade pieces some time after the original event. Since I did not attend the February 2003 event, I cannot report whether there are any notes printed on one side only, lacking the convertibility clause for the CSNS show next year. [But the information sheet, further described below, talks about the printings of both sides as being near-simultaneous - perhaps there was no pay available at the minifest in February, due to delayed production.] As it happens, my piece is not signed. According to the information sheet that accompanied the note, unsigned pieces are considered remainders without trade value. I saw another such unsigned piece at the ANA convention, and the holder told me that he had insisted that the issuer apply pen to paper with a signature. I neglected to make such a demand, so my 008* piece is good only for bragging. The information sheet is loaded with other interesting tidbits about the issue, including the number of pieces that were spoiled in production and re-created without a replacement indicator (consistency does not seem to have been a part of this operation), and the fact that there are also errors that reached circulation (if any of these pieces can be considered to circulate - they seem to have the status of NCLT to me, minus the low-number-per-day redemption quota that NCLT issuers are wont to impose). A total of thirteen notes were completed and made available for issue, plus four specimens. Progressive proofs and printer's waste also are in the hands of the creator, who further notes that many undocumented minor varieties also exist. The printer obviously considers the back of the host note to be the face of the minifest note, since there is a reference to the face as the side bearing the serial number. This will lead to unending confusion about these notes in years ahead. In the meantime, I am going to enjoy my 008* note! =========================================== Editorial/opinion =========================================== It has been a long time since we have had a hot discussion like the one created by the angry Gramster yesterday. I had no idea it was coming and you will likely see this in the photograph taken of us by David Harper of Krause Publications, Inc. Much like during my time on active duty, no one could find me and/or could arrange the proper ceremony around my schedule and the presenter's. As you can imagine, John was a busy person at an ANA Convention where he was president, and then I attend many meetings and events and then sneak in and out of them to go back to man my NI/IBNS/NBS club table. I did not know Fred and Judy Schwan also received the award until I read it in the Gram. I am very, very happy to share the platform with Judy, but should we share it with Fred? I need to think about this. Only kidding. I would also like to mention John and Nancy Wilson and Gary Lewis here. All three of them have been working their buns off for numismatics (and not just the ANA) ever since I have known them. John may no longer be ANA president but he is replaced by his vice, and I know Gary will do another excellent job. Have any of you known a Gramster not to do an excellent job? Joe Gee, Mr. Editor, you asked. I always heard that there was absolutely no privacy on the internet. Now you tell me that my copywritten material is to be considered copywritten by you? If I create the material, it is mine! If it is the policy of the Gram to openly reprint material sent to it and that is a stated policy, I send the material with that full knowledge; thus, my tacit permission to print the material is given. However, and I am no lawyer, I do not believe the act of sending the material knowing you will print it does anything to curtail my copyright (ownership)of the material. In fairness, you have always honored my request not to print something when I have so asked. I do appreciate that. I generally have thought of the letters in the Gram as "letters to the Editor." You get to print them as you see fit. As long as it is known by all, that is the way it goes. I do believe that courtesy alone would slow someone from just sending Gram material to another site without asking permission from the Gram and the originator of the material. Referring someone to the Gram archives is a horse of a different color and probably appropriate. Those links have become commonly acceptable in society. I guess the safe way is to indicate that "this material is copywritten by A.E. Crawford, any reproduction without the written consent of the author is prohibited." Of course, Mr. Editor, you have my permission to use this material in the MPC Gram. rusty Dear Gram, As everybody clearly knows the joy of collecting MPC replacements is finding one at the no Replacement price. You as the buyer have specialized knowledge that avails you to some well-deserved bargains every once in a while for your efforts. I would not think less of anyone who purchased Replacements far below their market value anymore than if a person were to find Money in the street. Informative, educational and sometimes downright funny! (usually your remarks). Putting them on the web is also a great idea, not only for those of us who have had trouble getting them, but also for any gramster who has not save the grams and wants to go back to some.
